Is there not a military leader...

When Nicolae stops by Israel the witnesses say he'll defile the temple and this is what follows:

“Nonsense!” Carpathia had responded. “Is there not a military leader in Israel with the fortitude to silence these two?”

The Israeli prime minister, who now reported to the Global Community ambassador of the United States of Asia, was caught on microphone and news tape. “Sir, we have become a weaponless society, thanks to you.”

Various people have pointed out that this seems a strange thing to say for a variety of reasons, including but in no way limited to the fact that Nicolae is a pacifist and, "Is there not a military leader in Israel..." seems oddly specific when what he really means is, "Can't somebody shut them up?"

The folowing was my contribution to the speculation.

Perhaps we're looking at this "military leader" thing all wrong, consider:

Nicolae Carpathia: "Is there not a military leader in Israel with the fortitude to silence these two?"
Israeli Prime Minister: "Sir, we have become a weaponless society, thanks to you."
Nicolae Carpathia: "I know. I just like to hear you say it."

Maybe it's something Nicolae says a lot.

Random Person: "I can't open this jar of pickles!"
Nicolae Carpathia: "Is there not a military leader in all of Canada with the fortitude to open this Jar of Pickles?"
Random Person: "What?"
Nicolae Carpathia: "Never mind."
